MEDIA MISREPRESENTATION
HB3013 – Does OK House Bill 3013 (2024) Impact IVF? Oklahoma HB3013 was introduced in 2024 to criminalize the illegal trafficking of abortion-inducing drugs, making it a felony offense. The bill passed the House and was not heard in the Senate.
MSN and The Oklahoman ran an op-ed from Dr. Dana Stone, OBGYN, claiming that House Bill 3013 “would ban the use of certain standard medications . . . In short, the Legislature wants to create restrictions that will jeopardize access to in vitro fertilization treatment for Oklahoma families experiencing infertility and undermine the ability of physicians like me to provide standard care to our patients. . . . The bill also makes it illegal to use the medications Cytotec and methotrexate by designating them as “abortion-inducing drugs.” Both drugs have been approved by the Food and Drug Administration for many years for a variety of uses.”

Are the statements from Dr. Stone true? A quick read of the bill shows no references to IVF and no ban of medications. Below are excerpts from the bill:
D. This act does not apply to a pharmacist or a manufacturer or distributor of drugs or surgical supplies who lawfully manufactures, possesses, offers, sells, or distributes, in the usual course of that entity’s business or profession, any drug, medicine, or instrument intended for any lawful medical purpose.
E. Nothing in this act may be construed to prohibitthe use, sale, prescription, or administration of a preventive contraceptive measure, drug, chemical, or device if the preventive contraceptive measure, drug, chemical, or device is used, sold, prescribed, or administered in accordance with manufacturer instructions.”

60 Minutes “Misinformation” Segment
University of Washington professor and researcher Kate Starbird was featured on a 60
Minutes segment about “misinformation” proliferating on social media. That segment never once told viewers that Starbird, the “misinformation researcher,” has taken millions of dollars from federal taxpayers to advance the government’s censorship mission. Or that she’s been on a DHS advisory panel with the same mission.

HB3214 passed the House mid March 2024. This bill ensures that nurses, doctors, and other health care professionals and organizations in the state are not forced to participate in specific procedures or pay for services that violate their deeply held beliefs. One such procedure is abortion, but there are others too.
- Conscience rights were supported by Trump when he was President, but not by Obama or Biden. Conscience rights were also not supported by former OK CD5 Congresswoman Kendra Horn (video below).

WOMEN’S RIGHTS
Four bills on Women’s Bill of Rights were heard during the 2023 and 2024 sessions, but none of them have been signed into law. Both chambers have recorded votes on at least one of these bills.
These bills define what a woman is, which can have significant impact on how statutes are interpreted, including who is sent to women’s prisons. Should biological men who identify as women be sent to women’s prisons?
HB1449 passed the full House, passed the full Senate with an amendment and is now awaiting hearing of the Senate amendment on the House floor. This bill will die if not heard this month.

SB202 was originally an internal combustion bill that passed the full Senate and passed the House with an amendment. The Senate rejected the amendment and the bill went to conference where it was changed to Women’s Bill of Rights. The conference committee agreed to the new language, but the revised bill was never heard on the Senate floor.
